RESEARCH NEEDS
The RESTORE Act Center of Excellence for Louisiana (LA-COE) Research Needs document informs priorities for competitive research that LA-COE supports with a focus on advancing implementation of Louisiana’s Comprehensive Master Plan for a Sustainable Coast. The document identifies key research needs, including articulation of the scientific and technical problems underlying these needs and potential outcomes. The Research Needs document was developed in coordination with a technical working group comprised of researchers from Louisiana academic institutions, the Coastal Protection and Restoration Authority (CPRA), The Water Institute of the Gulf, an external review board, and public feedback.

Coastal Master Plan
The mission of LA-COE is to support research directly relevant to implementation of Louisiana’s Coastal Master Plan by administering a competitive grants program and providing the appropriate coordination and oversight support to ensure that success metrics are tracked and achieved. LA-COE is a separate program within The Water Institute of the Gulf, which is a not-for-profit, independent research institute dedicated to advancing the understanding of coastal, deltaic, river, and water resource systems, both within the Gulf Coast and around the world.
Grants
Announced on June 22, 2017, 13 projects were awarded with a total near $3 million that includes research and collaborative awards as well as graduate studentships. On August 17, 2018, the RESTORE Act Center of Excellence for Louisiana, in cooperation with Louisiana’s Coastal Protection and Restoration Authority, held an all-hands meeting in Baton Rouge to receive updates from the 2017 grant awardees funded under the first request for proposals.
Standard Terms and Conditions
The U.S. Department of the Treasury administers the Centers of Excellence Research Grants Program. The Coastal Protection and Restoration Authority of Louisiana is the designated entity for Louisiana and The Water Institute of the Gulf is the named Center of Excellence. The program is funded through the RESTORE Act’s Gulf Coast Restoration Trust Fund and is governed by the RESTORE Act final rule at 31 C.F.R. Part 34. Further, grant recipients under the RESTORE Act must comply with the guidance issued by the Office of Management and Budget entitled, “Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards” as well as Treasury-specific guidance and CPRA Policies.
LA-COE will enter into a cost-reimbursable subaward agreement with the lead organization. The lead organization is responsible for executing all lower-tier agreements and incorporating all applicable terms and conditions. Terms and conditions applicable to LA-COE's awards are made available below for reference. A subaward template is also made available for review by potential proposers; this is a draft and is subject to change. Final subaward terms and conditions will be included in the executed subaward agreement.
Eligibility
Eligible entities: Academic institutions, private firms, non-governmental organizations, non-profit organizations, and governmental agencies are all eligible for various categories of awards.
Federal agency eligibility: Federal agencies are eligible to apply and participate on other proposals, however, each federal agency must determine in advance of submitting a proposal whether their agency rules allow them to participate in this program and receive funding. Interagency transfers from Treasury to federal agencies are not supported; awards are to be made by LA-COE. Per the RESTORE Act Financial Assistance Standard Terms and Conditions and Program-Specific Terms and Conditions, Section S. Procurement, Item 5, any award made by LA-COE to a federal agency or employee must have prior written approval of Treasury’s Office of General Counsel before any award is executed.
